London Water Bill: “We will all pay more for water” PT 2

Londoners will all one day pay more for water. But how much?

Before the official word comes down from City Hall, I propose a plan that continues to reward small users and - at the same time - encourages the medium user to reduce H2O consumption.

The plan also encourages the careless user - whether ‘medium’ or ‘large’ - to try harder to reduce, in order to save money at least.

Of course, there will be complaints.
